Repair or Replace? A Property Manager's Guide to Aging Fire Alarm Panels

Your fire alarm panel will fail eventually. The only question is whether you decide when, or whether it decides for you.
That distinction matters more than most property managers realize, because a fire panel failure does not just mean a repair bill. It can mean a mandatory fire watch, which is security staff physically patrolling your building around the clock while the panel is down, sometimes for weeks. That is an expense that can run into the tens of thousands of dollars before a single replacement part is even ordered. The better path is deciding, well ahead of failure, whether your building is a repair candidate or a replacement candidate, and building that decision into your capital plan instead of your emergency budget.
Start with manufacturer support
The first question is not how your panel is performing today… but how long it will still be supportable. Ask how old your panel is, whether the manufacturer still produces that model, and how easy it currently is to source parts. Panels that were installed 15 or more years ago are frequently discontinued, and as a model falls further out of production, replacement components become scarcer and more expensive. A panel that is technically still working can become a liability the moment a single board or module fails and no part exists to fix it.

Distinguish a component failure from a system failure. Not every deficiency means the panel is dying. If your fire alarm contractor flags an issue, find out whether it is an isolated component problem, something the panel can still function around, or a sign that the system as a whole cannot reliably do its job. As a rough rule of thumb, if your building has less than ten years before a planned full replacement is already on the horizon, targeted repair is often the more sensible route rather than accelerating a full swap.
Check whether the panel can actually pass today's testing
This is the piece that catches a lot of managers off guard. Ontario formally adopted CAN/ULC-S536:2019 for annual inspection and testing and CAN/ULC-S537:2019 for verification of new or modified systems, effective January 1, 2026. The new standard requires deeper, device-level testing, and older panels are not always built to support it. If your fire alarm contractor tells you they were unable to complete certain tests because of the panel's age or design, that is not a paperwork issue. It is a sign the panel itself may be reaching the end of what it can reliably demonstrate.
Weigh replacement against reserve fund timing
If your panel is old, parts are hard to find, and testing keeps flagging things your contractor cannot fully verify, replacement moves to the front of the conversation, especially if it is already sitting somewhere in your reserve fund study's horizon. Ontario's Condominium Act requires reserve fund studies to project major repair and replacement costs over a minimum 30 year horizon, which means most boards already have a rough placeholder figure for a future panel replacement sitting in that document.
The problem is that a reserve fund estimate and an actual project scope are two very different numbers. Sometimes a panel swap can connect to your building's existing devices with minimal disruption. Sometimes it needs a hybrid approach, where some devices are retained and others replaced. And sometimes changing the panel means changing the wiring and devices throughout the building, turning what a board budgeted as a modest six figure line item into a seven figure project. That gap between assumption and reality is exactly what catches corporations off guard, and exactly what a targeted engineering assessment, done two to three years ahead of the anticipated replacement, is meant to close.
Why an independent assessment pays for itself

It can feel counterintuitive to spend money on an engineer before deciding to replace anything. But a focused, pre-design assessment, distinct from your general reserve fund study, gives your board an accurate scope of work before you go to tender. Reserve fund engineers typically spend limited time per component across an entire building; a targeted assessment of one system goes deeper. With a clear, independent scope in hand, contractors bid against defined specifications rather than padding quotes with contingencies for unknowns, which tends to bring pricing down.
It also means the recommendation for repair, replacement, or a hybrid approach comes from a party with no stake in which manufacturer or contractor gets the work, rather than from a vendor with an incentive to steer you toward a bigger job.
Don’t Wait for a Crisis to Act
Do not wait for a fire watch to force the decision. Review the age and manufacturer support status of your panel now, ask your fire alarm contractor directly whether it can pass the current CAN/ULC-S536 testing requirements, and if replacement is anywhere within your reserve fund horizon, bring in an independent engineer for a proper assessment before it becomes an emergency. The cost of that assessment is small compared to the cost of discovering, mid-crisis, that a project you budgeted at two hundred thousand dollars is actually a million dollar undertaking.
