A steering committee is an advisory board that has governance over a company, campaign or anything in between. It is composed of experts, authority figures and senior stakeholders, and focuses on the direction, scope, budget, timeline and methods used by an organization. It is made up of managers who are tasked with overseeing and supporting a project, and is usually based on their stake in the project. The purpose of a steering committee is to steer a project, just as you steer a car. The steering committee is an important part of managing cross-functional project teams, helping to support the project and make decisions.

It can also resolve issues that the project manager and team can't resolve on their own. Members of the steering committee come from departments that have teams engaged in the project and may have more pull or a better rapport with them.
