Bill 23

Bill 23, also known as the More Homes Built Faster Act, is an Ontario housing legislation that aims to streamline laws to build 1.5 million homes in the next 10 years. The Act received Royal Assent on November 28, 2022. It makes revisions to the Development Charges Act and the Planning Act, directly impacting existing condominiums. The Act exempts certain types of new residential units from Development Charges, including affordable and attainable units, non-profit housing developments, and inclusionary zoning units. It also prevents Municipalities' Zoning Bylaws from restricting secondary and tertiary residential units (e.g., basement apartments), taking precedence over condominium documents. Additionally, the Act limits parking space requirements to one per residential unit, posing challenges for Condominium Property Managers in managing parking control.
